If we didn't complain, we wouldn't find the things that are wrong in our lives. So I don't think it's inappropriate to complain about the negative aspects but I agree with you on the action part. The people who are not willing to change their situation don't deserve to complain.

My ethos that gets me not complain (or at least not very much) is ….nobody. cares. ever. People might have it worse than you but people might not have it worse than you and they just don't care if you're having a shitty time. Work it out yourself or seek constructive feedback and or get over it. If those aren't possible then seek therapy where a professional will get paid to hear you complain.
Saying “you can’t complain about anything because there will always be people having a worse time than you” is as dumb as saying “you can’t be happy because somebody out there is having a better time than you”.
